These bottom rail end caps fit Kirsch Medallion horizontal 1" mini blinds. 

These caps fit around the ends of the bottom rail and have pre-drilled holes to work with hold down brackets. The bottom rail they fit on measures 7/16" in height and 13/16" in width.

Plastic. Sold individually. 

This part is discontinued and no longer made. They are new parts, but old stock. These caps are available in a variety of colors and in limited quantities.
